The Government of New Brunswick’s Department of Transportation and Infrastructure (DTI) plays a key role in ensuring safe and efficient transportation across the province. A critical part of this mission is equipping transportation drivers with the knowledge and skills to operate vehicles safely, adhere to regulations, and deliver exceptional service to the public.

To support these goals, DTI’s eLearning platform for transportation drivers underwent a comprehensive redesign. The updated platform focuses on delivering engaging, accessible, and practical training modules tailored to the unique needs of drivers. Covering topics like vehicle safety, route optimization, emergency protocols, and environmental best practices, the new eLearning system reflects the department’s commitment to operational excellence and public safety.

By integrating interactive features, real-world scenarios, and progress tracking, the revamped platform ensures drivers remain informed, confident, and prepared to meet the demands of their essential roles.

The Challenge

When the Government of New Brunswick’s Department of Transportation and Infrastructure (DTI) began its eLearning redesign project, the existing training platform for transportation drivers was over a decade old. While it provided basic functionality, advancements in technology, evolving training needs, and increased regulatory requirements had rendered the system outdated. DTI sought to transform its eLearning system into a modern, engaging, and efficient platform that supports its mission of delivering safe and effective transportation services. Key goals of the redesign were to:

  • Create a centralized platform that can efficiently handle mandatory certifications, regulatory compliance tracking, and driver skill development.

​

  • Build a user-friendly system accessible to drivers with varying levels of digital literacy and access to technology.

​

  • Introduce features like gamification, interactive modules, and real-world scenarios to improve course completion and knowledge retention.

​

  • Design a system that can adapt to future training needs, including the addition of new modules or updates to existing content.

​

  • Provide robust reporting and analytics to allow managers to track progress, identify gaps, and optimize training delivery.

​

  • Ensure the platform meets WCAG 2.1 Level AA accessibility standards and supports both English and French language users.
     

The redesigned platform needed to be more than just a learning management system; it had to empower transportation drivers to succeed in their roles and contribute to the department’s vision of a safe, efficient, and sustainable transportation network.

Our Approach

Given the importance of delivering a modern and effective eLearning solution tailored to transportation drivers, an audience with diverse needs and responsibilities, the Government of New Brunswick’s Department of Transportation and Infrastructure (DTI) understood the need for a collaborative and inclusive process. To achieve this, we:

​

  • Held sessions with drivers, supervisors, and other key stakeholders to understand current training challenges and priorities. This included surveys, interviews, and data analysis to identify areas for improvement in the existing eLearning platform.

​

  • Created a tiered feedback structure, with the core project team at the center, followed by subject matter experts (SMEs), driver representatives, and executive leadership.

​

  • Organized teams to focus on critical features such as content interactivity, progress tracking, compliance modules, and mobile accessibility to ensure the platform addressed diverse needs effectively.

​

  • Conducted bi-weekly updates for all stakeholders, including progress reports, decision rationales, and opportunities for input during the design and development phases.

​

  • Tested wireframes, interactive prototypes, and final builds with a pilot group of drivers to ensure usability and effectiveness. Feedback from these tests guided further improvements.

​

  • Offered regular office hours and training sessions to help users navigate the platform and prepare for the transition.

Solution

The redesigned eLearning platform is more than just a training tool—it represents a transformation in how transportation drivers learn, apply knowledge, and contribute to the province’s transportation network. Highlights of the solution include:

  • A user-friendly interface tailored to drivers’ needs, with modules organized by core skills, compliance requirements, and advanced training opportunities.

​

  • Interactive content including videos, quizzes, simulations, and scenario-based exercises, allowing drivers to practice real-world applications.

​

  • Fully responsive and accessible on smartphones and tablets, enabling drivers to complete training on-the-go.

​

  • Integrated analytics to track progress, identify knowledge gaps, and provide personalized recommendations for further learning.

​

  • Rewards for course completion, including badges and certificates, to boost engagement and motivation.

​

  • Automated reporting tools to help managers monitor regulatory compliance and certification renewals.

Technical Details

  • A modular framework that allows content creators to easily update or add new modules.

  • Ensures the platform is accessible to all users, including those with disabilities.

​

  • Built on a scalable Learning Management System (LMS) with features for course management, role-based permissions, and progress tracking.

  • AI-powered search that allows drivers to quickly find relevant training resources or support documents.

​

  • Training modules available in English and French to meet the needs of New Brunswick’s bilingual population.

​

  • State-of-the-art hosting with built-in security features and data protection to ensure seamless operation.

 

The result is a dynamic eLearning platform that enhances drivers’ skills, ensures compliance, and aligns with DTI’s mission to foster safe, efficient, and sustainable transportation in New Brunswick.
